In exercise of the powers conferred by the proviso to Article 309 of the Constitution, in conjunction with the Government of India, Ministry of Home Affairs Notification No. F.24/78/68-DH(S) dated 24.09.1968, and in supersession of Notification No. F.50(18)2012/DC/Estt/14437 dated 27.09.2013 and corrigendum No. F.50(18)2012/DC/Estt/17972 dated 30.12.2013, the Lt. Governor of the National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of Assistant Drugs Controller in the Drugs Control Department, Government of N.C.T. of Delhi.
1. Short Title and Commencement
(i) These rules may be called the Drugs Control Department, Assistant Drugs Controller Recruitment Rules, 2024.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of Posts, Classification, and Scale of Pay
Post: Assistant Drugs Controller
Number of Posts: 08 (subject to variation depending on workload)
Classification: General Central Service, Non-Ministerial, Gazetted Group-A
Pay Level in the Pay Matrix: Level 11 (₹67,700 – ₹2,08,700)
3. Method of Recruitment, Age Limit, Qualifications, and Other Matters
Method of Recruitment:
- By Promotion: 100% of the vacancies
Age Limit:
- Direct Recruitment: Not applicable
- Promotion: Not applicable
Educational and Other Qualifications Required for Direct Recruits:
- Essential Qualifications: Not Applicable
- Desirable Qualifications: Not Applicable
Experience Required:
- Direct Recruitment: Not Applicable
- Promotion: 8 years of service in the grade of Drugs Inspector in Level 8 (₹47,600 – ₹1,51,100) in the pay matrix, rendered after appointment thereto on a regular basis.
4. Disqualification
No person shall be eligible for appointment to the said post if they:
(a) Have entered into or contracted a marriage with a person having a spouse living; or
(b) Having a spouse living, has entered into or contracted a marriage with any person, unless the Government is satisfied that such marriage is permissible under the personal law applicable to the person and the other party to the marriage, and that there are other grounds for so doing.
5. Power to Relax
Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission (UPSC), relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving Clause
Nothing in these rules shall affect reservations, relaxation of age limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Assistant Drugs Controller
The Assistant Drugs Controller plays a crucial role in the Drugs Control Department, responsible for ensuring the effective enforcement of drug laws and regulations.
