Monthly Emoluments Rs. 2,00,000/- + PF per month (Consolidated – all inclusive)
Mode of Recruitment On Contract Basis
Tenure of Post Initially for a period of 5 years, renewable yearly based on satisfactory performance. Can be extended beyond 5 years for deserving candidates.
Annual Increment in Salary 5% subject to satisfactory performance.
Probation Period 6 Months

Eligibility Criteria

Essential Qualifications and Experience
Age Limit Up to 55 years as on the last date of submission of the application.
Educational Qualification An Engineering Degree / B.Pharma. / MBA from a recognized University.
Work Experience (General)
  • Minimum 20 years of work experience in Central Govt. / State Govt. / PSU / Autonomous bodies OR ‘Private Industry (with Annual turnover of 500 crores or more in any one of the last three financial years)’.
Work Experience (Specific Procurement)
  • Out of the above 20 years, candidate must have at least 08 years’ experience in whole-time capacity in core Procurement of Goods & Services in Central Govt./ State Govt./ PSU/ Autonomous bodies under Central or State Governments.
Desired Skills & Knowledge
  • Knowledge of modern Enterprise Resource Planning (ERP) and e-Procurement System.
  • Knowledge of GFR, Public Procurement Process & related provisions.
  • Proficient in MS Office.
  • Knowledge of Government e-Market place (GeM).
  • Good oral and written expression in English.

Job Responsibilities

Key Duties and Functions (As per Annexure-B)
  • Oversee procurement (Domestic & Externally Aided Projects) for transparency, efficiency, and economy, in line with law and agreements.
  • Monitor storage in warehouses and order goods to avoid shortages/wastages, coordinating with program/indenting division.
  • Prepare and maintain supplier database with contract particulars, product/license details, past performance, and quality issues.
  • Prepare/update standard bid documents incorporating GFR, GOI Guidelines, and Procurement Manual provisions.
  • Award/issue contracts and related documents.
  • Responsible for bid evaluation, contract award, and post-contract management.
  • Ensure grievances redressal for suppliers.
  • Assist in training needs and material preparation for procurement, distribution, and storage of health sector items.
  • Implement necessary periodical updates in e-procurement and ERP system.
  • Conduct Market Research & stay updated on the Pharmaceutical Sector (Domestic & International).
  • Provide technical and managerial advice to Ministries/Departments/State Governments on procurement of health sector goods.
  • Perform any other duties assigned by the DG & CEO or Reporting Officer.

    • Alternatively, the application form can be downloaded from the CMSS official website (cmss.gov.in) or the MoH&FW official website (mohfw.gov.in).
  • Prepare Your Application:
    • Fill out the application form completely and accurately.
    • Attach self-attested copies of all required supporting documents. This includes proof of age, educational qualifications (mark sheets, degrees), experience certificates (on organization letterhead, mentioning letter number, date of issue, period of experience, gross salary, promotions, pay-levels, and issuing authority with signature & date), and any other relevant testimonials.
    • Ensure all enclosures are serially page-numbered.
    • Applicants from Central/State Government/PSU/Autonomous Institutions must submit a “No Objection Certificate” at the time of the selection test.
    • A separate application must be submitted for each post if applying for multiple vacancies.
  • Submission Method:
    • Applications, along with all supporting documents, must be sent “Through proper channel”.
    • The envelope containing the application must be superscribed with “Application for the post of General Manager (Procurement) at Central Medical Services Society”.
    • All applications must be submitted through India Post. CMSS will not be responsible for any postal delays. Applications received by hand will not be entertained.
    • The deadline for receipt of applications is 23.10.2025 by 5:30 PM. Incomplete applications or those received after this closing date will not be entertained.
